Is Biden using teleprompters to answer questions?

Biden’s press secretary refused to answer whether or not the former vice-president used a teleprompter to help him answer questions during a campaign appearance.
There are growing concerns about Biden’s mental health and cognitive abilities as the Democratic candidate continues to make perplexing gaffes and mistakes on camera.
The incident seemed to be staged as Biden appeared to ask his staff to adjust a teleprompter after fielding a question from a voter.
